PARKER, Umpire, rendered the decision of the Commission.

This case is before the Umpire for decision on a certificate of the American Commissioner and the German Commissioner[a] certifying their disagreement. A brief statement of the facts as disclosed by the record follows:

Henry Jordan Salt, an American national, aged 37, was a passenger on and went down with the Lusitania. He was survived by his widow, Fannie L. Salt, a daughter Blanche Frances Salt, and a son, Charles Henry Salt, all American nationals, then 42, 10, and 2 1/2 years of age respectively. The widow died on November, 1921. She had previously collected accident and life insurance carried by her deceased husband for her benefit to the amount of $21,000.00, practically all of which was consumed in the support and maintenance of herself and two children. The daughter is now living with and is being maintained, supported, and educated by friends, and the son is living with the paternal grandparents. The home which Salt had made for himself and family has been destroyed.

At the time of his death the decedent was employed as a salesman for a Philadelphia leather company. His compensation for his services had increased from approximately $1,000 in 1910 to approximately $3,500 per annum at the time of his death. He was physically strong, active in business, industrious, and of good habits. His wife and children were wholly dependent upon him for support.

There is no claim for personal property lost on the Lusitania.

Applying the rules announced in the Lusitania Opinion and in the other decisions of this Commission to the facts as disclosed by the record, the Commission decrees that under the Treaty of Berlin of August 25, 1921, and in accordance with the terms of the Government of Germany is obligated to pay to the Government of the United States on behalf of (1) Blanche Frances Salt the sum of fifteen thousand dollars ($15,000.00) and (2) Charles Henry Salt the sum of fifteen thousand dollars ($15,000.00), with interest on each of said sums at the rate of five per cent per annum form November 1, 1923; and further decrees that the Government of Germany is not obligated to pay any amount on behalf of George L. Ellsworth, Administrator of the Estate of Henry Jordan Salt, Deceased.
